I always think of the three levels as a traffic light.
The lowest level One is like the green light.... a slippery snow-covered drive, but passable.
The second level Two is like a yellow light... motorists may drive, if they feel it is necessary.
The third and highest level Three is like a red light... NOBODY travels, under penalty of being cited.
Every year we must review these declarations for our Ohio viewers. Unfortunately, the West Virginia Legislature has not seen fit to issue such power to WV sheriffs, but we can be sure that the weather doesn't just stop at the Ohio river.
