Fearing unqualified doctors could take advantage of West Virginia's physician shortage, the state board of medicine is beefing up its policing of the profession.

The board voted Monday to double the hours of the attorney who handles complaints against doctors.

Gov. Bob Wise contends the debate over high medical malpractice insurance costs should include ways to rid the state of its most negligent doctors.

Records show that 40 doctors were responsible for one-fourth of the jury awards and settlements in malpractice cases between 1993 and 2000.
