Flood Watch Throughout Mid-Ohio Valley

Weather forecasters, and people who live in low-lying areas, are watching intently for signs of flooding.

The worst-case scenario would combine heavy rain with rapidly rising temperatures. But, perhaps surprisingly, the snow left on the ground could help prevent flooding if temperatures stay cool.

National Weather Service forecaster John Franks says that the snowpack can absorb some of the steady rain that is expected.

Possible flooding is not the only concern. Utilities are still trying to restore power in areas hit hardest by ice storms earlier this week.

American Electric Power said it could be Sunday night before service is restored in the Portsmouth area.

Friday, Gov. Taft added Fayette, Franklin, Greene, Guernsey, Madison and Muskingum counties to Ohio's snow emergency declaration.
