Charleston, W.Va. (AP) -- Gov. Joe Manchin has vetoed a bill sought by mental health care advocates.

But Manchin says $12 million in state and federal funds will be used to pay for community-based care and ease overcrowding in psychiatric hospitals.

Manchin vetoed a bill Thursday that would have increased medicaid payments to providers of community services like group homes and substance abuse treatment.

It had been opposed by the state health agency, which said it was fiscally irresponsible and would only affect a small number of providers.

Behavioral health care providers, though, argued that rates for their services had not meaningfully increased for years.
