He promised honest hard work but when he got the cash, investigators say he disappeared.
Now he's behind bars.
Washington County Deputies arrest 49-year-old Thomas Bailey of Belpre.
Deputies say two neighbors reported paying Bailey thousands of dollars for work on their home, which he started but never finished.
Across the river in Parkersburg, a similar situation.
But this time officials say he damaged more than he repaired, where the city almost condemned that house.
The sheriff's office says he also stopped paying his bills and wrote thousands in bad checks.
He's in the Washington County Jail facing two counts of theft.
