WV Senate Sets Up Clash Over Schools Bill

Charleston, WV (AP) -- The State Senate has passed a version of Gov. Joe Manchin's school innovation zones bill that is significantly different from the measure endorsed by the House of Delegates.

On a 33-1 vote Thursday, senators passed a bill that removed house provisions supporters say would protect teachers.

Senators argued the provisions would have made the bill hard to implement.

Manchin wants individual schools to pursue new ways to boost achievement.

Schools with approved zone plans would be exempt from state laws and policies on curriculum, personnel, scheduling and other matters.

The bill now goes back the house for its approval.

If delegates refuse, a conference committee will be assembled with lawmakers from both chambers to see if the bill can be salvaged.
