Morgantown, WV (AP) -- After a second review, West Virginia University still can't explain how 118 degrees were awarded, even though students were short on required credit hours.

A consultant said Monday that in every case, records no longer exist to prove or disprove that a degree was earned between 1998 and 2007.

Fourteen of those were executive master's of business administration degrees, the kind retroactively awarded to the Governor's daughter in a scandal that led to the resignation of former president Mike Garrison last year.

The rest were undergraduate degrees.

The American Association of Collegiate Registrars and Admissions Officers says it found no pattern of pressure, malfeasance or favoritism, just a sub-par record-keeping system.

WVU officials say they've already made improvements.
