Some Counties Oppose WV Jail Fee Refund Bill

Charleston, WV (AP) -- Not all counties favor legislation requiring the state regional jails to return excess funds.

The Vice President of the County Commissioners' Association of West Virginia calls the proposal fool's gold.

Brad Tuckwiller believes jail agency officials who warn that the bill will trigger a nearly 19 percent hike to the daily per-inmate fee that counties now pay.

The senate-passed measure is up for a house vote Wednesday.

It would return an estimated $11.4 million to counties this year.

The agency now applies any excess toward its next budget.

Its officials say that has helped avoid major fee increases.

Tuckwiller, a Greenbrier County Commissioner, says counties should instead give the emerging alternative sentencing programs time to cut jail costs.
