One city will win $5 million with 4 runners-up winning $1 million each.
Parkersburg was selected as one of the cities and Mayor Bob Newell says the city will participate in this challenge.
Any money would be welcome help to complete projects around the city.
"We have a ton of ideas we just never have the money so if our ideas are something that become competitive in this challenge and we could glean a million dollars or 5 million dollars, either one, then that would be a great boost to accomplishing our mission," says Mayor Newell.
The proposal deadline is September 14th. The field will be narrowed to 20 finalists later this year, and winners will be announced Spring of 2013.
