WV Governor Joe Manchin Gives State Of The State Address

Charleston, W.Va. (AP) -- Past successes and his landslide re-election victory give Gov. Joe Manchin political capital, but a worsening economy leaves him with a crimped 2009 agenda.

Manchin outlined about a dozen proposals in a state of the state address Wednesday that focused on recent economic gains.

West Virginia has held on to jobs and revenues better than most other states as the recession deepens.

The Governor said that allows the state to plan instead of panic.

He ruled out cuts to essential programs, as well as any major new spending or pay raises.

Manchin proposed lengthening the school calendar and benchmarks for alternative energy production.

He also vowed to expand health coverage through medicaid, and called for a study to modernize the state's judiciary.
