CHARLESTON, W.Va. (AP) - A former head of West Virginia's Democratic Party is running for Congress.

Nick Casey announced his U.S. House of Representatives campaign Tuesday at the state Capitol.

The Charleston lawyer and accountant is seeking the 2nd District seat in 2014. It's now held by Rep. Shelley Moore Capito. The seven-term Republican plans to run for U.S. Senate next year.

Casey said that if elected he would work to prioritize federal spending, complete district road projects and adopt a national energy policy. Casey said that would promote jobs and help keep younger West Virginians in the state.

The 59-year-old chaired the state's majority party from 2004 until 2010. He is a longtime lobbyist whose clients include West Virginia's Roman Catholic diocese.

Casey filed Federal Election Commission candidacy papers earlier this month.
