He's accused of abandoning animals inside a cold house without food or water.

A Marietta man faces animal cruelty charges.

The Washington County Sheriff's Office requested a summons for Steven Mouser, 41, of 27360 State Route 7, Lot 9.

Deputy Sheriff Kelly McGilton, the county dog warden, says a neighbor reported that animals were living in poor conditions in Mouser's home.

Upon executing a search warrant, deputies discovered the home had no heat and two dogs were in cages without food or water.

Deputies say they had been there a while and they were emaciated.

They had to be given warm baths to raise their body temperatures.

There was also a cat inside the home, which was running loose and had food from a bag it ripped open.

The animals were taken to the Humane Society.

Mouser faces charges of cruelty to animals and abandoning animals.
