Mrs. Kinney was born April 7, 1928 in Parkersburg, W.Va., a daughter of the late Carl and Elizabeth Stribling Stanley.
Many years ago, Frances had been employed at the C & P Telephone Co. She was a 1946 graduate of Parkersburg High School. She enjoyed bowling and had been a member of several bowling leagues. She was a member of All Saints Catholic Church, Dallas.
She is survived by her husband, Forrest B. “Sam” Kinney; two daughters, Karen Schadegg (Richard) of Frisco, Texas and Lisa Fox (Mark) of Carmel, Ind.; three sons, Steve Kinney (Penny) of Cincinnati, Ohio, Samuel Kinney (Debbie) of Dallas, Texas and Craig Kinney (Heidi) of Naperville, Illinois; one brother, Carl “Jr.” Stanley (Eva) of Parkersburg, W.Va.; fourteen grandchildren; and seven great-grandchildren.
In addition to her parents, she was preceded in death by one sister, Betty Conger.

Mass of Christian Burial will be celebrated at 10 a.m., Friday, November 16, 2012 at St. Margaret Mary Catholic Church, 2500 Dudley Ave., Parkersburg with The Reverend Monsignor Joseph L. Peterson as celebrant. The family will receive friends from 4-7 p.m., Thursday at the Vaughan Funeral Home, 1010 Murdoch Ave., Parkersburg.
