Prom Dress Drive

WMCAP Winter Crisis Program

Washington & Morgan Counties, Ohio

The HEAP/Winter Crisis Program (WCP) will begin November 3, 2014. The federal income guidelines for the program year 2014/2015 remain at 175% of the federal poverty level.


To be income eligible a household must have total household income for at least 12 months or 13 weeks equal to or less than 175% of the federal poverty guidelines. A family of two (2) can make equal to, or less than $27, 527.50 annually and a family of four (4) can make equal or less than $41,737.50 annually.

The primary purpose of the Winter Crisis Program is to ensure no household in an emergency situation goes without heat. Eligible households can obtain a delivery of bulk fuel if they are down to less than 25% of fuel or less than a 10 day supply. WCP will also assist households one time per program year with a disconnect notice or restoration of gas or electric service. The assistance can prevent shut off, get new service connected, or have service reconnected if the service is off.
